New York and New Jersey are the lead this week because the region got the rare combination that actually changes placement behavior: new listed E&S access and a live convective and flood loss file in the same week. ELANY Bulletin 2026-18, dated August 20, added two E&S insurers to the New York list effective August 3, while Atlantic Beach logged an EF1 tornado with estimated 97 mph peak wind and New York City dealt with flash-flood and tornado warnings, C train disruption, and Long Island Expressway flooding. The stakes are straightforward: the September tower build cannot wait for named-storm anxiety or renewal congestion. This week, what happened.

New York and New Jersey. ELANY Bulletin 2026-18 added AXA XL Excess and Surplus Lines Insurance Company and MSIG Specialty Insurance USA Inc. to the New York E&S insurer list, with effective dates of August 3. NWS confirmed an EF1 tornado at Atlantic Beach in Nassau County on August 20, with estimated peak wind of 97 mph, a 0.36 mile path, and moderate to major damage to nearly 50 beach bungalows and storage units. ABC7 New York reported heavy rain and severe storms the same evening, with flash-flood and tornado warnings across New York City, Long Island, and the Tri-State area, C train service suspended near Utica Avenue, and flooding on the Long Island Expressway at Francis Lewis Boulevard.

California. CDI posted a PRID petition for Cotality U.S. Wildfire Model v26 on August 20, putting another forward-looking wildfire catastrophe model into Sustainable Insurance Strategy review. Los Padres National Forest reported the Timber Fire at 15,898 acres and 26 percent contained on August 25, with active eastern and northeastern fire behavior, closures, and evacuations affecting Big Sur area exposures. NWS Los Angeles/Oxnard showed concurrent Extreme Heat Warning, Red Flag Warning, and Air Quality Alert conditions on August 26, while the Chia Fire finished at 51 acres and 100 percent contained and the Amber Fire reached 10 acres before full containment.

Florida. FHCF posted August 20 Advisory Council materials and held a rule development workshop on proposed Rule 19-8.010 amendments for the 2027-2028 contract year, a governance item that can affect catastrophe reinsurance costs. The National Hurricane Center's 2 a.m. August 26 outlook put AL96 south-southwest of the Cabo Verde Islands at 70 percent formation odds through 48 hours and seven days, with AL95 near Bermuda at about 0 percent and no immediate Florida impact stated. Monroe County confirmed a FIRM Property Insurance Town Hall in Marathon on August 25, and NWS Mobile issued severe thunderstorm warnings on August 21 for parts of Okaloosa and Santa Rosa counties with 60 mph gusts and up to quarter-size hail.

Arizona. NWS Phoenix documented severe winds from August 19 into August 20, with gusts mainly 55 to 65 mph, dust visibility below one mile, rainfall up to 1.30 inches, and localized roof damage. Chino Valley declared a local emergency on August 24 after the August 20 storm caused flooding, debris, roadway closures, and damage assessment. The Campwood Fire started August 23 near Bagdad and reached 176 acres with 0 percent containment as of August 26, crews protected Wildhorse Ranch structures, DFFM announced the nearly 2,000-acre Ortega mastication project near Show Low, SR 238 closed after flash flooding near Maricopa and Gila Bend, and Phoenix moved under an extreme heat warning with 106 to 116 degree afternoons through August 29.

Illinois. The Illinois Department of Revenue announced disaster tax relief for individuals and businesses in 15 counties affected by severe weather from May through August 2026. NWS Paducah documented August 19 to 20 severe thunderstorms with training storms across extreme southern Illinois and nearby areas, flash flooding, radar-indicated 60 mph winds, and quarter-size hail. NWS Quad Cities documented an EF0 tornado in Putnam County on August 21 with estimated peak winds of 80 mph that crossed a rock quarry and tipped part of an industrial conveyor system, while related storms produced localized rainfall over 4 inches and isolated flash flooding.

Texas. Governor Abbott directed TDI to pursue property and casualty affordability actions, including a requirement that insurers reflect a home's FORTIFIED roof status in rating. The directive is residential, but it pushes roof-hardening documentation into the broader property-rating conversation. Separately, the Bella Prosper project moved forward as a $240 million, 61-acre mixed-use development with hotel, office, retail, and restaurant exposure, a future commercial property demand signal rather than a current carrier appetite move.
