New York and New Jersey are the lead this week because last week’s flood-detail call resolved into an actual claims and placement test. The region moved from forecast risk to a state of emergency, coastal flood warnings, wind advisories, storm warnings on ocean waters, power outages, road flooding, and at least one reported death across the Northeast. The decision is not whether the event is a market-changing catastrophe. It is whether brokers and carriers treat it as a routine September storm, or use it to rebuild 2027 property submissions around flood depth, basement equipment, service interruption, civil authority, ingress-egress, and parametric cash-flow triggers before January inceptions. This week, what happened.
New York and New Jersey. Governor Hochul declared a state of emergency on September 25 for New York City, Nassau, Suffolk, and Westchester ahead of heavy rain, strong wind, and coastal flooding. The September 25 to 27 nor’easter brought 2.5 to 3.8 inches of rain in New York City, locally higher totals possible, coastal flooding over multiple high tides, road flooding, power outages, high rip current risk, storm warnings on ocean waters, and at least one reported death across the broader Northeast. New York City lawmakers also proposed AI oversight bills, including financial incentives for whistleblowers and human override requirements, a governance signal for underwriting, rating, and claims tools even though it is not insurance-specific.
Florida. Florida’s residual-market implementation moved through another process week: the commercial clearinghouse plan remained in regulatory and board review while program materials and contracts continued to be developed. The residual policy count was almost 255,000 as of September 18, with about 70B dollars of total insured value, and Citizens leadership publicly encouraged policyholders facing large renewal increases to shop the private market. Citizens appointed agencies fell to 5,481 in July 2026 and appointed agents fell to 13,403, while market commentary pointed to a healthier and more competitive Florida property market; NHC also reported Hanna east of Bermuda, Fay post-tropical over the central subtropical Atlantic, and no tropical cyclone formation expected over the next seven days.
California. Governor Newsom signed AB 69 on September 27, affecting FAIR Plan policy notices and renewals and supporting movement from the residual market toward clearinghouse options. He vetoed SB 877 and SB 878, avoiding new statutory claims estimate transparency and insurance business practice mandates during the week, while SB 1301 addressed residential property nonrenewals with indirect small-commercial relevance. The weather file widened: Insurance Journal reported a potentially multibillion-dollar El Niño flood threat as beaches erode, CAL FIRE listed the Juniper Fire in San Bernardino County and Blind Fire in Mono County, NWS Los Angeles flagged 95 to 105 degree inland heat and high risk for plume-dominated fires, and NWS San Francisco cited elevated fire weather in higher terrain plus minor coastal flooding near high tide.
Texas. North Texas and West Texas stayed in the severe-convective file, with September 25 storms affecting West Texas and the Panhandle and radar-estimated hail up to 2.5 inches in raw HailStrike detail, with corroboration limited. September 27 reports included quarter-size hail near Willow Park, a 60 mph gust at Sonora 23SE, and tree-limb damage, while Houston and Galveston forecasts flagged heavy rainfall and flash flood risk for the Brazos Valley and coastal areas. The tropical file stayed quiet for Texas, with Fay and a central Atlantic disturbance away from the Gulf, while Q3 cat bond issuance reached 948M dollars and year-to-date issuance hit 18.9B dollars with about 65.6B dollars outstanding.
Illinois. NWS Quad Cities posted a Flood Watch for northwest Illinois zones including Carroll, Whiteside, Rock Island, Henry, and Mercer through late Thursday night, citing prolonged moderate to heavy rain, river rises, and possible flooding in low-lying and poor-drainage areas. NWS Chicago warned of waves of heavy rain across northern Illinois, with broad totals of 1 to 3 inches, localized higher amounts, and significant river and stream rises, especially along and north of I-80. Central Illinois had started the period quiet, but NWS Lincoln and NWS Chicago both pointed to a pattern change with showers and thunderstorms moving in by midweek.
Arizona. Heavy storms on September 29 produced widespread Phoenix-area flooding, with 0.50 to 2 inches of rain across much of Maricopa County, three people rescued from flooded roads by MCSO, plus crashes, power outages, and flight delays. Phoenix Mayor Kate Gallego reported more than 50 mayors had joined the Global Urban Data Centres Pact, while reporting cited 225 existing or planned metro data centers and proposals that could double local electricity demand. AXA XL announced a wholesale-only E&S carrier on September 30 with casualty new business planned for early 2027 and E&S property later in 2027, while Arizona records showed the carrier qualified effective July 1; BLM also announced prescribed burns in Mohave County between October and December as conditions allow.
