Florida leads because the forecast file became a claims file, and last week’s operating call resolved exactly as written. Hurricane Isaias made landfall near Destin on October 9 as a Category 2 hurricane with 105 mph sustained winds, industry loss estimates now sit around 2B to 4B dollars, the state issued a catastrophe reporting data call on October 12, and surplus-lines assistance hubs opened in Destin and Pensacola. The decision this forces is not whether Florida coastal property is still insurable; it is which accounts get moved back into private commercial, commercial-residential, E&S wind, or claims triage before renewal and loss development harden. Call Tracker: last week we said bind before the watch because the residual market can close before the loss; this week, the watch became landfall, and the binding lesson became a renewal triage rule.

This week, what happened.

Florida. Hurricane Isaias made landfall near Destin on October 9 as a Category 2 system, with NHC and FSLSO confirming landfall and Artemis reporting 105 mph sustained winds. Citizens lifted its Isaias policy binding suspension at 5 a.m. ET on October 10, while OIR issued a catastrophe reporting data call on October 12 using the simplified 2026 CRF template. FSLSO opened Isaias Insurance Assistance Hubs in Destin on October 12 and Pensacola on October 13, while Artemis reported insured industry loss estimates of 2B to 4B dollars from Euler ILS Partners and 2B to 3B dollars from Cotality.

California. NIFC reported three large active California fires totaling 32,681 acres on October 14, with year-to-date national fire activity at 64,393 fires and 9,032,816 acres. The state file added the Cyrus Fire in Kern County at 543 acres and 90 percent containment, the Surgone Fire in Humboldt County at 65 acres and 35 percent containment, the Marshall Fire in Humboldt County with evacuation warnings, and the smaller Horse Fire in Fresno County at 8 acres and 100 percent containment. NWS Los Angeles Oxnard also tracked former Tropical Cyclone Rachel impacts, including showers, gusty winds, and coastal flooding, then upgraded much of Los Angeles and Ventura Counties to Red Flag Warnings from Thursday through Saturday.

Texas. Isaias stayed a Florida loss event rather than a Texas inland property event, with NWS Houston Galveston flagging hazardous marine conditions, elevated winds and seas, rip current risk, and minor coastal flooding risk but no significant inland Texas property damage in the forecast discussion. Etude launched a new E&S carrier on October 12 with more than 100M dollars of surplus and said it would write commercial property and casualty nationally, while Porch Group announced agreements to acquire Allied Trust’s carrier, MGA, and captive reinsurance entity, expanding insurance-services presence in Louisiana, Texas, South Carolina, and North Carolina. San Antonio’s October 13 data-center meeting moved the property issue from capacity to zoning, with proposed UDC updates covering definitions, zoning standards, site plans, and fire and building codes.

New York and New Jersey. Remnants of Isaias affected New York and New Jersey on October 11 and October 12 with 1 to 2 inches of rain, localized urban and poor-drainage flooding, minor coastal flooding, and coastal gusts near 35 to 40 mph. Verisk estimated national insured onshore property losses from Isaias at 1B to 2B dollars, making the Northeast impact a claims-activity and documentation signal rather than a market-reset event. ELANY Bulletin 2026-21 added Lloyd’s Syndicate Convex 1987 to New York’s E&S insurer list effective October 1 and deleted Lloyd’s Syndicate R&Q 1110 effective the same date.

Illinois. Illinois had an underwriting week rather than a carrier-entry week: NWS Chicago flagged scattered showers and embedded thunderstorms for October 9, while NWS Quad Cities warned of small hail, heavy downpours, and gusts up to 40 mph across west central Illinois. NWS Quad Cities also noted unseasonably warm conditions, drying ground, and elevated agricultural field fire risk as winds increased. By October 14, NWS Lincoln was tracking storms south of I-70 capable of 60 mph gusts and another severe risk near and south of I-72, putting central and southeast Illinois back into the same hail, wind, rainfall, and rural-fire underwriting file.

Arizona. Scottsdale-based Pivix Specialty Insurance Services launched a monoline commercial property program for well-maintained commercial properties up to 4M dollars TIV per location and 10M dollars per schedule, backed by an A+ AM Best rated insurer and available through wholesale brokers in 20 states, although Arizona availability was not independently enumerated. Aterio reported 346 tracked Arizona data centers and 301 active-pipeline facilities, totaling 56M square feet and 17,705 MW of estimated power capacity. Pima County planning staff held a public meeting on proposed data-center zoning rules during a four-month pause on new unincorporated-area data-center development, while Arizona fire officials said nearly 1,600 wildfires have burned more than 63,000 acres in 2026 and recent rains may increase future fuel loading in southern Arizona and the Sonoran Desert.

Below the paywall: the named Florida post-Isaias placement stack, California’s Red Flag wildfire and coastal-flood routing, Texas coastal-wind and data-center discipline, NY/NJ E&S and parametric flood actions, Illinois SCS and rural-fire placement discipline, and Arizona’s data-center and WUI capacity map.
