Progressive spent two years deliberately shrinking its property book, non-renewing up to 115,000 residential policies in Florida to fix underwriting that had run combined ratios above 100 (FY2024 10-Q, filed May 6, 2024). That work is done. The Personal Lines property combined ratio was 78.0 in Q2 2026, and management now calls the turnaround substantially complete, framing the next phase as scaling bundled auto and home business in the independent agent channel, the "largest remaining opportunity" management has identified (Q2 2026 IR presentation, August 4, 2026). Whether Progressive can grow that channel without reopening the weather related volatility that forced the retreat in the first place is the question this Dossier answers.

One thing worth flagging: Progressive's companywide policy count growth held steady at 9% year over year through April 2026, but the Personal Auto net add pace looks to be decelerating sharply beneath that headline, from roughly 286,000 in March to roughly 125,000 in April, according to one analyst estimate (Goldman Sachs, May 20, 2026). Progressive does not break out net adds by product at that level of granularity in its own monthly releases, so the precise figures cannot be independently confirmed, but the direction of the slowdown is corroborated against the company's own topline PIF data. If it continues, it complicates the growth story management is now telling.
